If Cauldron Haze targets two creatures, then it targets two creatures. Your friend may do this, since Cauldron Haze targets any number of creatures, and two is a number.
Heroic abilities say "Whenever you cast a spell that targets this". You only cast once. The event they look for is that, so they trigger once.
There's a final part of your friend's wrongness but I don't know how to begin to address it. Cauldron Haze has only one target requirement: "Any number of target creatures". It is the only thing that can relate Cauldron Haze to its targets.
edit: Im just disappointed I can't assert this rule in terms other than quoting it:
115.3. The same target can’t be chosen multiple times for any one instance of the word “target” on a spell or ability. If the spell or ability uses the word “target” in multiple places, the same object or player can be chosen once for each instance of the word “target” (as long as it fits the targeting criteria). This rule applies both when choosing targets for a spell or ability and when changing targets or choosing new targets for a spell or ability (see rule 115.7).
Is that possible? or he could only give them one Persist to each creature?
