If I control Vogar, Necropolis Tyrant, and subsequently resolve a spell such as Wrath of God will I draw cards? (Assuming there were no previous counters on Vogar), I assume no, since, while he sees everything die and counter triggers go on the stack, he will not be there for counters to land when they resolve. I just wanted to be sure this is how it worked before cutting him from the build.
You will draw cards due to Vogar's last ability only if Vogar already had +1/+1 counters on it at the time it dies (C.R. 608.2h). Vogar won't be given additional counters if it dies at the same time as other creatures. Note that if an ability triggers, it doesn't do anything right away (C.R. 603.2).
Note that the game has no notion of "board wipes" as such. There are numerous spells that can negatively affect all permanents of a certain kind on the battlefield at the same time — Wrath of God, Blasphemous Act, Armageddon, Obliterate, Upheaval, Decree of Annihilation, and so on — and they don't all affect the permanents they apply to in the same way. In particular, an ability that triggers when a creature "dies" triggers only when that creature "is put into a graveyard from the battlefield" (C.R. 700.4), not if that creature is exiled (e.g., due to Decree of Annihilation) or returned to its owner's hand (e.g., due to Upheaval).
