For purposes of Goblin Warchief and Conspicuous Snoop—
a "Gobli[n]", "Goblin card", or "Goblin spel[l]" is a permanent, card, or spell, respectively, with the Goblin creature type, even if it doesn't have the creature card type (C.R. 109.2, 109.2a-b, 205.3m), and
an object with "Goblin" in its name is not necessarily a "Goblin", "Goblin card", or "Goblin spell".
Notably, for example, if you cast Tarfire (which is a tribal spell with the Goblin creature type), it's a "Goblin spell".
On a separate not, I am not sure what I am doing wrong by the link for Goblin Oriflamme does not seem to be working

Compare with Warren Instigator.
