I feel like this will be printed eventually. If there were a permanent printed with "if ~ is on the battlefield, ~ cannot leave the battlefield", is there anything in the rules that could make it? Darksteel Mutation and its ilk notwithstanding. I kinda feel like replacement effects for losing the game might do it.
It could phase out.
It's owner could leave the game (lose, concede, removed by judge).
The game could end.
The game could be restarted.
This would create a situation not covered by the rules currently. Where an object is controlled but not owned by a player losing the game, that object is exiled. Your hypothetical permanent would create a problem in this situation.
