If my Lagrella, the Magpie has exiled one of my other creatures, and I cast for example Cloudshift on her, will her ETB effect be able to target the creature exiled by Lagrella that will return to the battlefield because Lagrella left?
Yes, you will be able to target the same creature. That creature returns as soon as Cloudshift removes Lagrella from the battlefield, there is no delay. When you put Lagrella's ability on the stack after Cloudshift finishes resolving, the creature is there and it's a legal target.

I'm a former judge (lapsed), who keeps up to date on rules and policy. Keep in mind that judges' answers aren't necessarily more valid than those of people who aren't judges; what matters is we can quote the rules to back up our answers. When in doubt, ask for such quotes.
