Werebear's threshold ability only works while it is on the battlefield, but it constantly checks to see if it's "on" and does not use the stack. While in any other zone, it is always a 1/1. If you have 7 cards in your graveyard as Werebear enters the battlefield, it will enter as a 4/4, triggering bond. If you have 6 or fewer cards, then the Werebear will only be a 1/1 when it enters.
Same principle. Circle of the Moon Druid isn't cast as a Bear spell, but it will enter the battlefield as a Bear, assuming its your turn, and trigger your Ayula.
