Suppose I have cast a Mystic Reflection on some creature, and after it has resolved, I'm creating a decayed token. Question: does the token, that enters as a copy of the non-decayed creature, have decayed?
If the effect says it creates "a ... token with decayed", then not necessarily.
In that case, the decayed ability is part of the token's copiable values, which the effect defines (C.R. 111.3), so that as the token enters the battlefield, those values are overwritten with the targeted nonlegendary creature's copiable values due to Mystic Reflection (C.R. 707.3).
As peteroupc alluded to, it depends on the wording of the token creating effect. Whether decayed is part of the token's copiable characteristics or whether it gains decayed after being created, is dispositive.

The copies "gain haste until end of turn", yes. Mystic Reflection's copy effect is layer 1, and this effect is layer 6.
