Oveloaded Cyclonic Rift is still a Mana Value 2 spell.

Cyclonic Rift's mana cost is 1U.
Therefore, Cyclonic Rift's mana value is 2.

I had a Commander game where this interaction happened, and the entire table misinterpreted Void Winnower's ability.
