You create a copy of a card with Garth, which is not the same as copying a spell on the stack (review C.R. 112.1), and then cast the copy, which again is not the same as copying a spell (C.R. 706.10). (In this sense, Garth's effect is more similar to those found in Isochron Scepter and Spellweaver Volute than that in Twincast.) And in any case, even if you would copy a spell with Garth (or if you copy an instant or sorcery spell with Twinning Staff), no costs of the original spell would be paid again for the copy, since copying a spell is not the same as casting it (C.R. 706.10; review C.R. 601.2; see also this thread).
For Rings of Brighthearth, you do have to pay 2 in order to copy the ability. However, that cost comes from Rings of Brighthearth itself — copying a spell or ability, by itself, doesn't require you to pay that ability's costs again (such as T in the case of Garth's ability).
Garth's ability has you choose the name of a card as it resolves, not when the ability is put on the stack. (Compare to Demonic Pact which is modal.)
If you copy the ability, you will have to choose different card names as each ability resolves. You won't end up being able to cast two of the same spell.
And yes, you have to pay to cast each copy of a card you create.

This wouldn't work out the way you hope.
