I have a question - my opponent plays Victory's Envoy and he has only one creature on the battlefield. Can he put +1/+1 counters on this creature on every his upkeep?
I mean after three of his upkeeps he has +3/+3 on this creature. I think "each other creature" means that he can only put counter one time on one creature. But we are from Poland and maybe we don't translate it properly.
If he has more creatures then he could put +1/+1 counters on them, no problem. But on one creature, nonstop, it would be OP card in my opinion.

If Victory's Envoy is his only creature, he won't be placing any +1/+1 counters.
If Victory's Envoy is one of two creatures he has, he will be placing a +1/+1 counter on the other creature each upkeep.
"each other creature" means "each creature that isn't this one". It doesn't care whether there are already any counters on those creatures.

Sorry, one more question (we are beginners). If Victory's Envoy dies, do the counters stay on the creatures he gave them? Or they disappear from these creatures?
Counters stay on objects indefinitely, unless and until something removes them (costs, effects, rules). The only rule that removes counters is the +1/+1 counter -1/-1 counter mutual annihilation. Counters are also removed from objects if they change zones. Nothing is removing the counters here, so they stay.
