This might seem obvious, but I want to make sure I'm not missing something here. Is there anything special about it using the word "cast" here? Meaning, literally whatever the card is I draw from the top, I can play onto the battlefield for free if I don't want to exile it right? Creature, instant, sorcery, etc?
You don't get to play lands of Chandra. "Cast" only applies to spells (artifacts, enchantments, creatures, sorceries, instants, planeswalkers). "Play" would be needed to let you play lands. "Play" would also let you cast spells, though. And you have to pay for your spells! Chandra does not make them free.
Also, the card is exiled already. You get to cast it out of exile.
