So If I'm forced to discard a permanent card from an opponents' Tergrid, God of Fright can I choose to put it on top of my library with Library of Leng instead?

You can discard a card to the top of your library due to Library of Leng. But, if "a card is discarded, but an effect causes it to be put into a hidden zone", such as the library (C.R. 400.2), "instead of into its owner’s graveyard without being revealed", the card discarded this way will have undefined characteristics and the discard won't count as discarding a card with particular characteristics, so that Tergrid's triggered ability won't trigger (C.R. 701.8c). (However, if you play with your hand revealed or the top card of your library revealed, as with Revelation or Future Sight, Tergrid's triggered ability will still trigger if that card is a permanent card. Also,However, abilities that trigger when a player discards a card of any kind, such as Confessor's ability, will still trigger as appropriate even if that card is discarded to the top of a player's library.)
