Each Tempest triggers seperately, one trigger each for granting haste to the entering creature, and one trigger each if a dragon entered under your control. The targets for the later can be different for each Tempest.
In general, triggers never combine into one big trigger. Each trigger will do its own thing no matter if there is another thing wanting to do the same. That other thing will do its own thing, too.
