Yes. Each Chapter represents a trigered ability which 714.2b explains in detail:
714.2b “{rN}—[Effect]” means “When one or more lore counters are put onto this Saga, if the number of lore counters on it was less than N and became at least N, [effect].”
Since the counters are placed at the same time, there are now two chapters for which this trigger condition is true, thus two triggers. Those triggers go onto the stack at the same time the next time a player would receive priority, and as the controler of both, you decide their relative order on the stack.
