It's not being put onto the stack, because it is a land card. But yes, you can play Shatterskull, the Hammer Pass from your graveyard if you have Crucible of Worlds.
711.8. A player playing a modal double-faced card as a land chooses one of its faces that’s a land before putting it onto the battlefield. It enters the battlefield with that face up. See rule 305, “Lands.”

Correct, you can't choose a sorcery card as a target of that, no matter what might be on the back side.

I assume you mean that you used Flickerwisp on Shatterskull, the Hammer Pass; Shatterskull Smashing can never be a target permanent. And it would stay in exile.
It's not being put onto the stack, because it is a land card. But yes, you can play Shatterskull, the Hammer Pass from your graveyard if you have Crucible of Worlds.
