Troll Ascetic will get to return to the battlefield with Liliana Vess, just like all other "creature cards [in] all graveyards". However, if Liliana Vess's last ability said "[-8]: Put target creature card from a graveyard onto the battlefield under your control" instead of its actual text, it could nevertheless target Troll Ascetic despite hexproof no matter who controls that ability (just as, say, Gravespawn Sovereign's ability could). This is because Troll Ascetic's hexproof doesn't work except while Troll Ascetic is on the battlefield (C.R. 113.6; review C.R. 702.11).
Typically, the abilities of creatures (and other permanents) only function if they are on the battlefield (unless otherwise stated, such as "activate this ability only if [cardname] is in your graveyard").
Because of this, Troll Ascetic's hexproof does not prevent it from being targeted when it is in the graveyard, in hand, etc. Only when it is on the battlefield.
In addition, that particular ability doesn't target, as you said.
