If I have a Riku of Two Reflections, and I cast an extra turn, if I pay the {U}{R}, and someone counters the original extra turn, will the copy still resolve since it doesn’t target the spell?
Neither of Riku's abilities target. If the object to be copied is not in the expected zone, the game will use last known information about the object to create the copy.
Note, that there is no window for any player to act in between you paying UR for Riku's trigger and the copy being created, as both are part of the same resolving trigger. So the original spell can only be countered either prior to the trigger resolving (and thus also prior to you paying UR) or after the copy has been created. But even if the spell is countered before Riku's trigger resolves, it still gets to resolve, and you still get the option to pay mana for a copy, and get the copy.
Also note, that you do not pay for Riku's trigger right after casting the spell. There is a window for all players to act before you get to do that.
