So as should be obvious, I've been dusting off a bunch of my old cards and trying to be relevant again but am pretty rusty with the rules on stack, priority, et cetera - but I'm pretty sure that if I control all of my triggers I get to choose what order they resolve in, right?
So let's say I'm down to one card in hand and it has madness, I tap anje falkenrath, pay the madness cost to cast the spell I'm discarding and draw a card - if that spell is not a madness card, but is instead a cycling card like canyon slough - presuming I have the mana - can I cycle it before I have to discard it to oppression due to it being a mana ability and not going on stack?
What if the card I draw is a second madness card and anje falkenrath untaps - can I tap her again on stack before the oppression trigger forces me to discard, and discard it with Anje to draw another card first?
What if I draw a non-cycling non-madness instant like terror? Can I cast it at instant speed in response to the oppression trigger?
If I have no cards in hand when the oppression triggers finally resolve - I don't have to anything, right?

At this point I have not cast any spell. Murderous Compulsion is in limbo in exile. At this point if the card I drew was scrap I could cycle it. No problem.
no, not yet. You only activated the ability and paid the cost thus far, which resulted in two triggers (madness, Anje's last ability), and all of those go above the ability of Anje you activated. That ability does nothing until it resolves. You have to deal with all the triggers, and the madness spell cast through one of them, plus whatever other shenanigans you and the other players want to pull in response to any of them, first.
Meaning, you placed Anje's trigger on top of the madness trigger to have it resolve first. And all players have passed priority in succession, meaning, no one responded.
You cast that card when the madness trigger resolves, or you don't. You only get that one chance, and only during the resolution of the madness trigger. So your only choice for influencing when to cast the madness card is by choosing where on the stack the madness trigger goes.
No, your hand is still empty. You didn't get to draw a card yet.

Yes, you can respond to any object on the stack before it resolves. Objects on the stack resolve one at a time, with all players getting priority in between to further add to the stack (or do other things with priority). When all players pass in succession, the then top object on the stack resolves, and only that one.

Cycling Canyon Slough is not a mana ability, so it does indeed go on the stack.
In any case, you'll get to draw yet another card, while Oppression is still waiting to resolve...
FYI: A mana ability is an ability that produces mana (and I mean mana (rule 106), not land (rule 305)).
See rule 605 for the exact definition of a mana ability.
Being an ability printed on a land card is not what makes a mana ability, nor does being an ability that fetches you a land card.
For example in an EDH deck containing anje falkenrath ,oppression, and a litany of madness and cycling cards - like murderous compulsion and canyon slough for example

Let me rephrase and simplify the example a little, because I'm not really relying and Anje's ability to cast a card on the above example.
So lets say that Anje Falkenrath and Oppression are both in play and I have Murderous Compulsion as the only card in hand. I tap her, draw a card and discard Murderous Compulsion into exile and untap Anje Falkenrath. Let's say the card I draw is terror or scrap
At this point I have not cast any spell. Murderous Compulsion is in limbo in exile. At this point if the card I drew was scrap I could cycle it. No problem.
But what if instead I play the Murderous Compulsion from exile?
Oppression triggers.
But I have an untapped Anje Falkenrath and an instant speed card in hand.
