So there's this new rule in EDH, something that works like a delayed trigger for when a general dies/is exiled, it changes zones, THEN the owner gets to put it into the command zone.
so the card necromantic selection says that it destroys all creatures, then reanimate one that was destroyed this way into play under your control. There is no other triggers that can be resolved before the whole card gets resolved, right? And if a card would change zones, the game has no 'memory' of that card being the same card; i.e. if i blink a creature, even though the physical card it the same, the game counts it as if it just entered play, a completely new permanent in play.
So the question is, can i use it as a sort of 'mind control' card for an opponent's general? It feels like it's possible, but it somehow doesn't feel intuitive.
The rule change isn't something like a delayed trigger. It is a State Based Action and works like all the other SBAs in terms on when it happens. And SBAs aren't checked in the middle of a spell or ability resolving.
So, Selection resolves and puts the commander in the graveyard. While it is still resolving, you can take that commander because SBAs haven't been checked yet so it has not moved. You take the commander, Selection finishes resolving, SBAs are checked but it isn't in the graveyard anymore so nothing happens.
I could be wrong about this (and potentially salty because I just lost a game because of this rule debate) but NS shouldn’t be resolving while the commander is in the graveyard. The text on the card has the “Destroy all creatures” and the taking control of target creature all in one sentence. Unless I’m wrong SBAs shouldn’t be checked until the commander has already been returned to the battlefield. This was also mentioned to work on the Command Zone podcast/YouTube channel.

Being all one sentence has nothing to do with how this works. It could be two sentences - i.e. "Destroy all creatures. Return a creature put in a graveyard this way..." - and it would still function. This is because a Commander in play before Necromantic Selection begins to resolve now goes to the graveyard (while it used to have a replacement effect that put it straight to the command zone without touching the graveyard). And once a spell begins to resolve, nothing can interrupt the resolution; it will complete the rest of its text and finish resolving. Only then are state-based effects checked, at which time a player can choose to send a dead commander to the command zone. Only, thanks to NS, the reanimated commander is no longer in the graveyard, so it stays on the opponent's side of the board.
