Yes. When your Illuna resolves and mutates on top or bottom of the non-Human you targeted, any and all "whenever this creature mutates" abilities will trigger. That includes Illuna's ability itself, as well as any abilities that were on the creature prior to Illuna mutating onto it.
If I cast say Illuna, Apex of Wishes for its mutate cost, does it trigger its own mutate ability?
There's actually a rule stating so, but boy is it badly written:
702.139d An ability that triggers whenever a creature mutates triggers when a spell merges with a creature as a result of a resolving mutating creature spell.
The article explaining Ikoria's mechanics was much clearer:
"When a mutating creature spell resolves, all triggered abilities the resulting creature has with that trigger condition will trigger. It doesn't matter if the ability is on the existing creature (before it mutated) or on the new piece (the resolving mutating creature spell). They all trigger, and they can be put on the stack in any order."
When a creature is cast for its Mutate cost, it targets a nonhuman creature on the battlefield owned by the same player.
When the spell resolves, if its target is still legal, it merges into that creature. The resulting permanent has the characteristics of the top card (or token), plus all abilities from the bottom card(s) (or tokens).
If the merged permanent has any "whenever this creature mutates" abilities, they trigger at this point. This includes "new" abilities "gained" from the new card.
However, if the target isn't valid when the Mutated spell resolves, the creature enters the battlefield by itself. It didn't mutate, so its ability doesn't trigger.
