This basically involves all the Expertise cards from Aether Revolt with Narset's Reversal.
If I cast Baral's Expertise return 3 artifacts or creatures to their owner's hands and then I choose Narset's Reversal for my
free card to cast: Narset's Reversal is able to see Baral's Expertise targeting it, but does not resolve until after Baral's Expertise
has finished and is in the graveyard. Does Narset's Reversal fizzle do to invalid target or does it create a copy of Baral's Expertise or
does it actually bounce Baral's Expertise and create a copy? I believe the answer is it fizzles, but I know copy rules can favor
the copier with creatures.

In this case, Narset's Reversal will fail to resolve, so that it won't copy Baral's Expertise.
In general, if a spell you cast due to Baral's Expertise can itself target any "spell" or any "instant or sorcery spell" (which is the case for Narset's Reversal, for example), you can target Baral's Expertise with that spell, since Baral's Expertise would still be on the stack as you do so (C.R. 117.4, 112.1, 601.2c; C.R. 608.2, especially C.R. 608.2c; note, however, that under C.R. 115.5, a spell can't target itself); it doesn't matter what the spell would do when it resolves.
However, once Baral's Expertise goes to the graveyard as the last step of resolving (C.R. 608.2k), Baral's Expertise will be an illegal target for any spell that targeted it, so that in the case of Narset's Reversal, if that spell targeted Baral's Expertise this way, it would fail to resolve since it has no other legal targets (C.R. 608.2b). The preceding two paragraphs apply to Kari Zev's Expertise, Rishkar's Expertise, Sram's Expertise, or Yahenni's Expertise (or in general, any other instant or sorcery spell that allows you to play a card from your hand when it resolves) rather than Baral's Expertise.

A copy effect that doesn't target is not affected by the rule about a targeted spell or ability losing all of its targets, regardless of whether it would copy a permanent or a spell. Either Fork or Rite of Replication will do nothing if its target is gone when it starts to resolve. On the other hand, either trigger of Riku of Two Reflections will resolve and create a copy just fine if the original is gone. The copy rules might seem to favor the creature situation because most creature copiers are untargeted whereas most spell copiers are targeted.
