Is it possible to use Rift Sweeper on my commander while it is in the command zone? If so, can I instead choose for it to remain in the command zone? Will my commander cost an additional two to cast from commander tax if I choose to leave it in the command zone?
Alternatively, some Eldrazi cards such as Void Attendant allow for a similar situation albeit with opponents involved. Does the situation differ when opponents are involved? If so, why?
No. The command zone is not the exiled zone. They're different zones. You cannot use Riftsweeper's ability on a card in the command zone.

Scientists have calculated that the chance of anything so patently absurd actually existing are millions to one. But magicians have calculated that million-to-one chances crop up nine times out of ten.

The cards you mentioned cannot affect cards in the command zone.
