Is this effect the same as manifest so that the creatures can be returned to face up status by paying mana cost? Additionally if a commander is turned face down is it still a commander? (IE still valid target for "target commander" and/or deals "commander damage"

In general, a face-down object can't be turned face up unless a rule or effect allows it (for permanents, see C.R. 707.7; review C.R. 110.5).
A manifested permanent can be turned face up (under certain circumstances) because of C.R. 701.33b. A face-down permanent whose face-up counterpart has a morph ability (including morph or megamorph) can be turned face up because of C.R. 702.36e (see also C.R. 702.36a-b). In both cases, a player can turn a permanent of either kind face up only if they control that permanent (C.R. 701.33b, 702.36e).
A card turned face down with Ixidron hasn't been manifested this way (review C.R. 701.33).
A commander that's face down is still a commander (C.R. 903.3).
Simply said, a card turned down by Ixidron (not Ixodron) cannot be turned back up unless it has its own turn-up ability, such as Ainok Tracker, for example.
