Okay, so. My girlfriend and I were playing 1v1 edh, I've got jace, wielder of mysteries out and am self milling with andmesmeric orbandaltar of dementia my girlfriend hasplatinum angelout. When I go to draw my last card, does nothing happen because I cant win from Jace due to the angel, or do I lose from mill because platinum angel says she cant lose and I cant win?

Exactly. The "you win" instruction is simply ignored.

If for some reason you can’t win the game (because your opponent controls Platinum Angel, for example), you won’t lose for having tried to draw a card from a library with no cards in it. The draw was still replaced.
614.6. If an event is replaced, it never happens. A modified event occurs instead, which may in turn trigger abilities. Note that the modified event may contain instructions that can’t be carried out, in which case the impossible instruction is simply ignored.

Why bother with mere rulings when so many answers can be found in the Rules?
To be clear, if you control Jace and your opponent controls Platinum Angel, even though you can still lose the game in general, you still won't lose the game for having tried to draw a card while your library is empty.
This is because Jace's first ability replaces you drawing a card while your library is empty with you winning the game, but Platinum Angel makes it impossible for you to win the game, so that part of the effect is ignored (C.R. 101.2, 101.3). Now, since you haven't drawn any card here, the state-based action that would make you lose the game for trying to draw a card from an empty library (C.R. 704.5b) doesn't apply — so the game continues.
