So I'm brainstorming for a Gallia of the Endless Dance EDH deck and ran across Library of Leng. I know about the fact that Library of Leng won't trigger for cards that are discarded for a cost. I'm also pretty sure that the card Gallia of the Endless Dance discards is for her effect and not a cost since it's not an activated ability. I'm just wondering what would happen first.
Say I attack with 3 creatures, Gallia of the Endless Dance triggers, I discard a card for her triggered ability... Would Library of Leng put it on top of my library before I draw 2 cards, or after? I'm thinking it happens after since Gallia of the Endless Dance's ability isn't separated and should finish resolving before Library of Leng finishes resolving.
The idea gets complicated when I throw Helm of the Host into the mix. I plan on getting multiple Gallia of the Endless Dance triggers off of a single combat step. I'm guessing that Library of Leng would resolve after each one correct?

The Library creates a replacement effect, it is not a trigger. It can replace events even in the middle of a spell or ability resolving. Thus, instead of discarding a random card into the graveyard you discard the random card to the top of the library (if you so choose). Then you draw two cards.
Library will apply to each Gallia in the same fashion as above. So for each of them, you will always discard first to the library (if you so choose), then draw two cards.
Library of Leng doesn't interact with Gallia because as you pointed out Library doesn't interact with cards discarded as a cost.

I reread the rules you sent, but I've never heard of consequences of triggered abilities referred to as costs. I would like a second opinion to clarify, because I spent all morning building this deck on tappedout. I'd like to know that I didn't waste my time.

The form "You may discard a card at random. If you do, ..." is something that expresses both an effect and a cost (see also Hazoret's Monument). Effects of the form "You may [do something]. If you do, ..." both impose costs, and nevertheless "happe[n] in the game as a result of a spell or ability" (C.R. 609.1, 118.12). The action to pay this kind of cost, as opposed to the costs to cast a spell or activate an ability, is still an "effect" for the purposes of Library of Leng. The previous two sentences also apply to effects of the form "[do something else] unless you [do something]" (e.g., Molten-Tail Masticore) (C.R. 118.12a, 118.12). See also this thread.
Peteroupc is correct. I was focused on the gatherer ruling saying it doesn't work on costs but didn't consider that a cost can be part of an effect and thus be covered. I treated it as though it specifically exempted costs rather than pointing out that costs are not typically fulfilling the requirement of being an effect. I apologize for any confusion caused.
