I have etali, primal storm on the field and combat starts nothing happens I declare my attackers and afterwards a opponent casts swords to plowshares on it removing it from the game does etalis effect happen or does it disappear with the creature?

If your opponent waits until you have already declared Etali as an attacker, then its triggered ability is on the stack by the time they next get a chance to respond. Even if they remove Etali from the battlefield in response, its ability will still resolve, as activated/triggered abilities exist independently from their source once they're on the stack.
So, if your opponent wants to keep your Etali from getting its trigger, they need to get rid of it before the Declare Attackers Step.
Once the ability has triggered, that trigger will go on the stack the next time a player would get priority. Since Etali triggers during attacker declaration, that trigger is on the stack before any player can do anything. Not that this would matter, as the trigger exists independent of its source, so removal of the source doesn't affect it. The trigger will resolve and do its thing, or as much as possible (like if the effect would affect the source, those parts are obviously no longer possible if the source is gone).
An exception is, if the trigger has targets and all those targets become illegal before it resolves. In that case, the trigger would do nothing as it resolves, even the untargeted parts do not happen. But Etali's trigger has no targets, so this doesn't apply here.
