So I have been playing for years and it has never come up until i got into EDH and i realized how much stuff doesn't come up in Modern. Say I have Consecrated Sphinx in play, 3 opponents, and 5 cards in hand when I pass. with no other effects or card draw by them, i would be up to 11 cards in hand by the time my turn rolls around again, 12 when I draw. I know that I generally have to discard down to 7 at end of turn, the ruling says 'cleanup'. so my question is this, is that just at the end of MY turn? can I hold them all, have 12 in hand on my turn, drop Reliquary Tower or similar and keep the other 11, or do i have to end EACH turn with 7? Thanks in advance!

Project Booster Fun makes it less fun to open a booster.
Only the player whose turn it is has to discard excess cards as their cleanup step begins (C.R. 513.1, 102.1). Thus, if you have more cards than your maximum hand size as a cleanup step other than yours begins, you don't discard any of them at that time.
Note that this answer doesn't depend on whether the Commander variant is played; in any case, nothing in the rules for that variant (under C.R. 903) explicitly precludes applying those rules to two-player games (C.R. 903.2).

You only have to discard to your max hand size at the end of your turn.
If you play something like Reliquary Tower, you no longer have a max size. So you will never reach “no max” number of cards in your hand do you will never have to discard.
Thanks friends! that is what I was hoping, i am just used to 2 player format where it's very rare to exceed 7 cards, drawing 6 before it gets back to me is a new (and enjoyable!) experience
