If I have Heart Sliver in play, for example and then cast another Sliver, if my opponent responds by killing Heart Sliver, does the newly played Sliver lose haste (i.e. does it have summoning sickness)?

The new sliver won't have haste. Heart Sliver's ability is a static ability, which functions only for exactly as long as it's on the battlefield.

I'm a former judge (lapsed), who keeps up to date on rules and policy. Keep in mind that judges' answers aren't necessarily more valid than those of people who aren't judges; what matters is we can quote the rules to back up our answers. When in doubt, ask for such quotes.
