So I'm having trouble finding a ruling for this. I use a sliver deck with First Sliver as my commander. The cascade ability states: When you cast a spell with Cascade, exile cards from the top of your library until you exile a nonland card whose converted mana cost is less than the spell's converted mana cost. You may cast that card without paying its mana cost. Then put all cards exiled this way that weren't cast on the bottom of your library in a random order.
My question is if I fail to find a card and my entire library is exiled can an opponent cast a spell that causes me to draw a card, thus causing me to lose?
I've generally been not casting my 1 drop cards in case that's the ruling but I'm unsure.

Everything in that quote is part of the resolution of the Cascade ability. It is a continuous process your opponent can't interrupt once it begins. You perform all actions in that order, and your opponent can also do something once everything is finished, i.e., after all exiled spells (except the spell you cast, if any) have been put back int the library.
So no, they can't force you to draw while the cards are still exiled and your library is temporarily empty.
Thanks! I wasn't sure because my friends had told me since there is a break between actions something can be cast in response. I guess i thought that's how it should work on the stack but i was never able to find a proper ruling.
There is no break, just a sequence of actions to be performed.
It is all still one single ability on the stack, any perceived "break" doesn't equal two or more "parts" existing separately on the stack that can be responded in isolation. Once the ability begins to resolve, players will only get priority to cast something after it has finished resolving fully.

Since it can't be done, you won't find a rule stating so: (most) rules and rulings tell us what CAN be done, not what cannot.

As with all games, the default position is 'nothing can be done unless a rule allows for it'. Therefore, when someone comes up with a strange play, it is up to THEM to prove it can be done, by quoting a rule or a ruling.
Covering the specific situation you described, rule 117 states who can do what and when, and rule 608 describes how a spell/ability should resolve. None of these allows for a resolving Cascade ability to be interrupted midway by another player.
117.1. Unless a spell or ability is instructing a player to take an action, which player can take actions at any given time is determined by a system of priority. The player with priority may cast spells, activate abilities, and take special actions.
608.2. If the object that’s resolving is (...) an ability, its resolution may involve several steps. (...)
608.2c The controller of the spell or ability follows its instructions in the order written. (...)
