Say I have Stoneforge Mystic and Batterskull already both on the battlefield. Can I activate Mystic’s ability, and then wait and see if opponent doesn’t respond before bouncing Batterskull in my hand to put it back on the battlefield with a Germ token when Mystic’s ability finally resolve? Or do I have to resolve the ability right away (with Batterskull still in play) when opponent passes back priority after choosing not to respond?
No you may not. If you activate the ability, pass priority to the opponent, and they pass it back without doing anything, then you've both just passed in succession without doing anything, and the top spell or ability (the Mystic's ability) will resolve, before you get priority again to activate Batterskull's ability. You'd have to activate Batterskull's ability before passing priority to the opponent, not after, if you wanted to bounce Batterskull and then put it onto the battlefield again.
