I was reading an old Wizard's article that cited a rule (which may or may not be outdated):
"212.2k An Equipment's controller is separate from the equipped creature's controller; the two need not be the same. Changing control of the creature doesn't change control of the Equipment, and vice versa. Only the Equipment's controller can play its abilities. However, if the Equipment adds an ability to the equipped creature (with "gains" or "has"), the equipped creature's controller is the only one who can play that ability."
If the controller is different than the owner, which of the two would have access to move the equipment to another creature?
The controller of an equipment (or any permanent for that matter) is the one who can activate its abilities. And taking control of a creature does not give you control of anything attached to it unless the spell says so. The same reason attaching Pacifism to an opponent's creature doesn't give them control of Pacifism
So if my opponent took control of one of my creatures which had an equipment attached to it, you're saying that I (the controller of the equipment) would be able to move the equipment back on to one of my own creatures on my turn because I was the controller of the equipment?
Yes, you are still the controller of the equipment. As long as it stays attached to the (now) opponent's creature, though, any boosts and granted abilities apply to it and in the case of granted activated abilities (not activated ablities of the equipment itself), those can only be activated by the creature's controller.
