If I play Dovin's Dismissal and the creature I target gets removed from play before the spell resolves, do I still get to look for the planes walker? Or is the spell just countered.

If a spell or ability has any targets, and all those targets become illegal before it resolves, then the spell/ability will do nothing as it resolves. No matter what additional effect it could have or wether those require targets or not. If at least one legal target remains, the spell/ability will do as much as is still possible but won't affect the illegal targets. So if a spell with one target loses that target, it won't do anything.

To clarify the terminology - the spell is not 'countered', under the current rules. For several years that *was* the terminology the rules used - when a spell was to resolve but all of its targets were illegal it was "countered on resolution". With the rules changes with Dominaria, that spell now does nothing and is placed in graveyard, but it isn't 'countered'. Multani's Presence does not trigger anymore.
