If a spell or ability exiles a permanent (such as Patron of the Orochi) and returns that card to the battlefield, the permanent that enters the battlefield this way is different from the one that left as far as the game is concerned (C.R. 400.7). Therefore, in the case of Patron of the Orochi, the new permanent's last ability is different from the old permanent's, so each one can be activated once each turn (see also C.R. 602.5b). Regardless of whether the old permanent was tapped or untapped, the new permanent will return to the battlefield untapped unless the spell or ability says otherwise (compare Essence Flux with Eldrazi Displacer) (C.R. 110.5b).

EDIT (Jul. 12): One rule was renumbered with Core Set 2020.
The answer to the question, however, is no. Becasue the new Patron is summoning sick since you did not continuously control it since the beginning of your most recent turn. So you cannot activate its tap ability yet.
Okay, so if I equip Patron of the Orochi with Lightning Greaves after it enters the battlefield again, can I reuse its ability if it's a new instance of itself?
