If I cast Price of Progress followed by Reverse Damage choosing Price of Progress as the source, would that allow me to gain life from Price of Progress instead of losing it? Also, can I cast the spells in either order and still have it work?
If you cast Reverse Damage before Price of Progress, then Reverse Damage can't choose Price of Progress as a source when Reverse Damage resolves. Either Price of Progress isn't on the Stack yet, or it isn't on the Stack anymore - in either case, it doesn't exist (and in the latter situation, it already hurt you).
If you cast Reverse Damage in response to Price of Progress, then you can choose the red spell as a source when Reverse Damage resolves, which will create a damage prevention shield. Its damage will be prevented, and you will gain that much life.

In general, for Reverse Damage to prevent damage meeting its criteria, its effect must exist before that damage would be dealt (C.R. 615.4; see also this thread). Since Price of Progress can deal damage only when it resolves, you can cast Reverse Damage in response to Price of Progress so that Reverse Damage resolves first (C.R. 116.7). (But see this thread, which also involves casting one spell immediately after another.)
The damage to you is replaced by you gaining that much life instead, so you don't get dealt any damage. In order for this to work, you have to cast Price first, then RD in response. The other way around, and RD will not yet have set up the replacement effect, since it is still waiting on the stack.
In general, for Reverse Damage to prevent damage meeting its criteria, its effect must exist before that damage would be dealt (C.R. 615.4; see also this thread).
By "exist" you mean either on the stack OR on the battlefield, right? The wording on the card "The next time a source of your choice would deal damage to you this turn, prevent that damage." suggests that you can preemptively play Reverse Damage in anticipation of possible damage you may receive (but have not yet received). My use of the word 'exists' was for Price of Progress in any form that can be chosen as a source. It's the spell, Price of Progress, that needs to have its damage prevented, and the only way to choose that spell as a source is while it is actually a spell:

The terms of the third type in this listing aren't going to help you OP, in the situation where you OP plays Reverse Damage first. Nothing is going to refer to Price of Progress the spell before it is cast. You could find a way to let a prevention effect refer to Price of Progress after it has resolved, and choose it as a source, but then you wouldn't be able to prevent its damage - just choose it as a source (and do nothing). My statement could have been hasty, in that sense.
Just to be clear, I was supporting what you said (I looked up the definition of "source" in the rules and as you had said only cards that had been played qualified; a card that was still in your hand did not and could not be named as a source for the reasons you gave).

Ah, OK, so a card that has not been played yet does not qualify as "a source of your choice" (CR 119.7). Makes sense.
