Assuming it's your opponent's turn, after their planeswalker resolves, they get priority first, not you. They will be able to activate one of the loyalty abilities before you get priority to activate Chainer's ability.

My opponent has cast a Planeswalker spell and it resolves. Does he get an activation if I'm able to reanimate a plaguecrafter at instant speed?
Ive got Chainer, Dementia master out, and that's how I'm reanimating the plaguecrafter.
Opponent has no other creatures or planeswalkers to speak of.
