No, it doesn't, because the way amass works, if you don't already control an Army, first you create a 0/0 Zombie Army, then you put +1/+1 counters on it. While the token is not 0/0 long enough to die (both things happen during the resolution of the spell or ability that amasses, and state-based actions aren't checked during that time), it still enters 0/0, so Kiora doesn't trigger from that entry.

I'm a former judge (lapsed), who keeps up to date on rules and policy. Keep in mind that judges' answers aren't necessarily more valid than those of people who aren't judges; what matters is we can quote the rules to back up our answers. When in doubt, ask for such quotes.
