So the other day was playing a 3 way commander game. My friend targets one of my creatures with the card Provoke.
In response I blink that creature.
Would my friend still draw a card? We scoured the internet for the answer but could not come up with anything concrete. We decided he would not as the spell had lost it's legal target.
However because the card has the 'draw a card' separate from the rest of the text, we did not know if that would impact on how the card would function when it's legal target is lost.
If a spell has targets, then the spell will be countered on resolution if all of its targets are illegal when the spell tried it resolve. It doesn't matter what else the spell is trying to do that does not target. This commonly occurs with Cryptic Command if its controller chooses to draw a card in addition to one of its targeting modes. If the target becomes illegal, the card is not drawn.
As an extension of this, if a spell doesn't resolve due to all of its targets being illegal or invalid (under current rules, the spell is no longer considered countered if this happens, it just doesn't resolve), none of its effects happen at all. So as BlazingRagnarok stated, if you blink the creature your opponent targeted with Provoke, Provoke won't resolve because its target is invalid, and none of its effects will happen - they won't draw a card.
