So I play lightening vortex and my opponent tries to negate it with magic drain. I discard a spell and negate magic drain but he plays another magic drain to try to negate it again. Can he do that? I don't think so in that the activation of my spell already happened so he can't play another magic drain. So can he play another one?

Normally I would say "please use card tags" but as your 2 cards are not real, there isn't much point. Either you have not provided anything close to the right cards (I can't find anything that lets you discard a card to stop a counterspell) or you are playing with custom cards. And we can't provide specific help with the latter.
In a general sense though, after each object on the stack resolves, another round of priority is created. Since your opponent would get priority again after their spell resolves, they can cast another of the same spell.

So, my best guess for the situation you tried to describe is as follows:
- you cast a spell (which one exactly doesn't really matter for the question, so I'll leave it undetermined)
- your opponent casts a Mana Drain to counter your spell
- you cast Force of Will by discarding a blue card to counter his counter
- your opponent casts another Mana Drain to counter your initial spell
If so, that is completely in order with the rules - as WizardMN stated, the stack is resolved (top down) one object at a time and after each one has finished resolving, every player gets a chance to take additional actions.
So let's look at the stack before your opponent attempts a second counter:

force of will, targetting mana drain
mana drain, targetting your spell
your initial spell
[bottom]
Your opponent can now cast his second mana drain to target either a)your force of will or b)your initial spell again. His counter will be placed on top of the stack and without further actions from you it will resolve as follows:
a) Your opponent's second mana drain resolves, removing your force of will from the stack. The first mana drain resolves next, removing your initial spell from the stack.
b) Your opponent's second mana drain resolves, removing your initial spell form the stack. Your force of will resolves next, removing the first mana drain from the stack.*
Your opponent could alternatively let your force of will resolve, removing his mana drain and after this, when just the initial spell is still on the stack, cast his second mana drain to counter it.
* Note that if the force of will was somehow removed from the stack before it's resolution, i.e. by another counter, the first mana drain would just have been removed from the stack anyway when trying to resolve, because it no longer had a target

No, Argus got it right. OP is playing the Yu-Gi-Oh card "Lightning Vortex", and the opponent is using the Yu-Gi-Oh card "Magic Drain" to counter it.
This is not about Magic: the Gathering and OP should find some other forum to have this question answered correctly.
