Only if it was somehow given the Dragon subtype (perhaps by whatever turned it into a creature so that it could attack).

On the ruling you provided, 109.2, the The Ur-Dragon effect says dragon spells, so it doesn't necessarily mean card type. It has dragon in it's name for Nicol Bolas, Dragon-God. Is there a definite ruling on spell triggers being type?

The Ur-Dragon's first ability says "... other Dragon spells you cast ...", which means only "other Dragon spells on the stack that you cast" (C.R. 205.3m; under C.R. 109.2b, the description "Dragon spells" means only Dragon spells on the stack). A "Dragon spel[l]" means a spell with the subtype Dragon, not necessarily a spell whose name includes "Dragon" (unlike in Yu-Gi-Oh!, no effect in Magic checks if a word forms part of a card name; such an effect could cause difficulties in translation to other languages).
