Sacrificing it for any other reason does not "count as" paying the activation cost of its ability.
You can't activate it during Annihilator's resolution, and even if you could, it wouldn't "count as" one of the sacrifices you are required to do.

In short: you can't have both. You need to choose, sacrifice the Frog for annihilator (and then you don't get to prevent damage), or for its own ability (and then you need to sacrifice something else for annihilator).
