If my opponent has two creatures in play (and I have none) and I play Portcullis followed by Man-o'-War, do I get to choose the order of the ETB triggers thereby allowing Man-O'-War to enter (and stay on) the battlefield and sending one of my opponent's creatures back to their hand?
Yes, assuming you control both triggers. Portcullis has an intervening-if clause that checks the number of creatures on trigger and on resolution, so you will get to keep your Man-o'-War if the "other creature" count drops below 2 before the Portcullis trigger resolves.
This works as you want. When Man-o'-War enters the battlefield in this scenario, both its and Portcullis's abilities will trigger at the same time, and will go on the stack at the same time in the order of your choice (C.R. 603.2, 603.3, 603.3b, 603.4, 113.8). If all players then pass and the creature then returns to its owner's hand due to the Man-o'-War ability, then there will be only one creature other than Man-o'-War on the battlefield, so that if nothing further happens in between, the Portcullis ability won't do anything by the time it resolves as its "intervening 'if' clause" won't be met (C.R. 608.2a).

Does this work the same way with Equilibrium? If my opponent has two creatures in play (and I have none) and I have Portcullis and Equilibrium in play on my side, can I cast a creature spell and pay an additional 1 mana and return one of my opponent's creatures to his hand thereby allowing my creature to enter the battlefield (as opposed to being exiled via Portcullis)?
Of course. Generally speaking Equilibrium's triggered ability will resolve well before the creature spell that triggered it becomes a creature on the battlefield.
When the ability on two cards triggers at the same time, if I control both cards, I decide the order. So if I have Portcullis and Eye of Singularity in play on my side and there are a total of two creatures in play, both under my control, if my opponent tries to play an identical creature to one of mine (or something like Vesuvan Doppelganger), I can choose to have Portcullis trigger first thereby preventing my creature from being buried by Eye of Singularity, is that correct?
That isn't correct. While you may be able to put the triggered abilities on the stack in the order you choose, the fact is they will both trigger and both resolve. No matter if the creature that triggered Eye of Singularity is still on the battlefield when its triggered ability resolves, all permanents sharing that creature's name will still be destroyed.

When you say all permanents sharing that creature's name will still be destroyed you mean all permanents EXCEPT for the one being brought into play, right? I think that was implied, but I just want to check to make sure I'm not misunderstanding Eye of Singularity.

Yes, the sequence would be something like this:
Your main phase begins.
You get priority and cast Man-o'-War. You pay the cost using 2U obtained in an unspecified way. This triggers the ability of Equilibrium.
You would get priority, but there is a triggered ability to put on the stack. You put "Whenever you cast a creature spell, you may pay 1. If you do, return target creature to its owner's hand." on the stack, choosing a creature as the target (apparently one controlled by your opponent).
You get priority and pass.
Opponent gets priority and passes.
The top object on the stack (the ability put there in step 3) resolves. You pay 1 using mana obtained in an unspecified way. You return the chosen target to its owner's hand (presumably your opponent's hand).
You get priority and pass.
