Let's say I have Sepulchral Primordial out and a couple cards he bought out on the field, and on the following turn I play infinite reflection onto sepulchral. Would the etb effect of Sepulchral Primordial trigger on each copy that's already on the field or only new cards as they enter the battlefield?
A permanent changing into a copy of another permanent is just a change in attributes, it doesn't make anything enter the battlefield. However, every creature that enters the battlefield under your control afterwards will be a Sepulchral Primordial at all times that it's on the battlefield and the enters-the-battlefield ability will trigger.
It will only work on new creatures that enter. When you turn something that's already on the battlefield into a copy of something, it isn't leaving or re-entering, it's just changing its attributes.
Infinite Reflection's enters-the-battlefield ability has only "nontoken creature[s] you control" at the time it resolves become a copy of the appropriate creature, since it's an effect of a resolving triggered ability that modifies the characteristics of those creatures (C.R. 608.2g, 608.2c, 611.2c, 603.1, 706.2).
However, Infinite Reflection's last ability affects any nontoken creature you control that enters the battlefield while Infinite Reflection is on the battlefield, both before and after its enters-the-battlefield ability resolves; this is a continuous effect from a static ability that lasts while Infinite Reflection is on the battlefield (C.R. 611.3b, 112.6, 604.1).
