If I havesilumgar the drifting death on the battlefield and my opponent has a 1/1 creature on the bf, I then enter into combat and declare silumgar as my attacker, his 1/1 creature immediately dies because of the negative counter then after I declare attackers but before he declares blockers, can he then flash another 1/1 creature and block? It says "whenever a dragon you control attacks... " so therefore does that trigger only affect creatures currently on the bf at the time of attack or is it ALL CREATURES my opponent control until end of turn even if they are flashed after combat? Only creatures that are on the battlefield at the time that the triggered ability resolves will be given -1/-1 (it doesn't put any counters on them). Afterwards, if your opponent puts an additional creature onto the battlefield, it won't suffer any losses to power or toughness. So if a 1/1 creature with flying or reach is put onto the battlefield after the triggered ability resolves, it can be declared as one of Silumgar's blockers.
611.2c If a continuous effect generated by the resolution of [an] ability modifies the characteristics (…) of any objects, the set of objects it affects is determined when that continuous effect begins. After that point, the set won’t change. (…)
