No. Both Mages have triggered abilities, and those can only trigger. And they trigger when the trigger event occurs, wether a player wants them to or not. The Needle stops activated abilities, which are abiliies, that are deliberately put on the stack by a player when he chooses to. They always have the template [cost]:[effect], either directly on the card or in the rules for the keyword ability. Look for the colon. If it's there, activated ability. If not, not an activated ability.
