Ok..let's say I have Tezzeret, Cruel Machinist out with seven loyalty counters and any card with morph in my hand. For clarity's sake, let's say it's Thousand Winds and several other random cards. So, I pop Tezzeret's ultimate and put Thousand Winds face down along with several other cards.
1. Can I then activate Thousand Winds morph ability?
2. Would this occur for any other effect that allows me to put cards face down?
3. Can I morph Thousand Winds as a 2/2 morph afterwards? (I'm guessing the answer to that one is no.)
Gatherer's rulings: "The Core Set 2019 set includes no way to turn these cards face up. If an effect from cards outside of this set does turn one face up, the effect causing it to be a 5/5 artifact creature ends."
Morph is one such ability. I'm not sure what you're asking with the last one but turning it face down AGAIN will make it a 2/2 as that's the default, and Tezz's P/T setting has ended.
So the ability morph consists of two parts: "You may cast this face down as a 2/2 colorless nameless typeless creature for 3" and "you may turn this permanent face up for its morph cost." Functionally speaking, they're unrelated; you can turn face up an Abomination of Gudul that was turned face down by Ixidron or that was manifested by paying its morph cost (although if it was indeed manifested, you could instead pay its mana cost).
So, I pop Tezzeret's ultimate and put Thousand Winds face down along with several other cards.

There's a weird exception to rule 702.36a: 702.36e (…) If the permanent wouldn’t have a morph cost if it were face up, it can’t be turned face up this way. (…)
This could happen if some external effect removed the Morph ability from the face-down card, say Snakeform, for example.
