So Dovescape counters any noncreature spells, Taigam negates any countering of your instant and sorcery, while Guile replaces any countered effect by exiling the spells and allow you to cast it right then (or they're gone forever).
I presume together you will get the bird tokens from casting a noncreature spell, the spell will get exiled due to Guile's replacement, and Taigam's anti-countering never had a chance to prevent the spell from being exiled. From there, you get to keep casting the same spell over and over to get more bird tokens, but the spell will never resolve due to it being exiled repeatedly?
Guile won't apply. Because the spell is uncounterable Guile's replacement effect can never apply.
But Guile says, "If a spell or ability you control WOULD counter a spell," so I figure the replacement effect happens when a countering attempt is made, even if the spells ultimately can't be countered.
All replacement effects are worded this way, because the actual event never gets to happen, a modified event takes place instead. But if the actual event cannot happen, then the replacement effect can never apply, there is no event to apply it to. So if a spell cannot be countered, then it cannot be exiled by Guile.
edit:
614.7. If a replacement effect would replace an event, but that event never happens, the replacement effect simply doesn’t do anything.
Dovescape + Taigam, Ojutai Master + Guile
