I looked through the notes on gatherer, and they didn't quite answer a question of mine so I'm asking it here. I control Precognition Field and when I look at the top card of my deck and I see it is an Opt. Assume that the card beneath opt is another copy of opt, so that is two copies on top of my deck. Am I able to cast opt from the top of my deck and announce that I'm holding priority (before looking at the next card) and then cast the second opt in response? If that sounds a little weird, here is a step by step example of my question in practice with Precognition Field already in play.
1. Look at my top card.
2. Cast opt from my library and place it on the stack.
3. Announce that I am holding priority.
4. Look at my top card.
5. Cast a second copy of opt also from my library.
I suppose another way of explaining this is can I look at my top card while a spell is on the stack or is the spell I cast from my deck still technically on top of my deck much like a miracle card is technically in your hand when you trigger a miracle.

Precognition Field's first ability will say "You may look at the top card of your library any time" with Guilds of Ravnica (C.R. 108.1) (as opposed to, say, "any time you could cast an instant" [C.R. 304.5]). This includes between the time you cast a spell and the time you regain priority (if any) (review C.R. 601.2, especially C.R. 601.2i), and in general any time between two actions that are not simultaneous (see also this thread).
So I can do what I outlined above, but it wouldn't let me for example see the third card if I was casting a preordain?
In the case of Preordain, even though you look at two cards of the library while scrying, the cards looked at this way don't leave that library (C.R. 701.16b, 701.16d, 701.18a). By the time you draw a card this way, only if you put both cards on the bottom of the library in the scry can the third card from the top (if any) become the top card of that library (C.R. 701.18a). See also this thread.
EDIT (Feb. 10, 2021): Some rules were renumbered in the meantime.
When you cast Opt it moves from wherever it is to the Stack. Withholding priority, you may then cast another spell. The top card of your library is now the other Opt, so you may cast it.

You wouldn't have to hold priority to achieve essentially the same result. You can look at the top card whenever you want, and assuming your opponent passes priority, you can cast your other Opt before the first resolves. So either way, you can cast both Opts before either resolves.

That's not how priority works, unfortunatey. After you cast a spell, you get priority back afterwards. You can then either cast the next Opt or pass. If you pass and your opponent does not respond, you do not get another chance to cast the second Opt before the first one resolves. Because both players will then have passed priority in succession, so the top object on the stack resolves. Then the active player gets priority afterwards. If you want to cast the second Opt before the first resolves without the risk of losing the opportunity, you have to hold priority and do so right away.
