I have recently created a Goblin Commander Deck with Krenko, Mob Boss as the General. On the card it does say that you can tap it for it to add goblin tokens equivalent to the amount on the battlefield. Does Krenko have to be an active General that can attack and block or does it just have to be non casted to be able to use it. Plus if Yes you can use its ability whilst its not active does Krenko himself count as a goblin that can be used to add goblin tokens? I have already tried to search this up, but I cant find anything on it. Thx in advance!
Krenko must be on the battlefield to activate its ability. Any card that lets you activate it from the command zone will specify in its ability box see Derevi, Empyrial Tactician
Not really sure what you mean by the first part but Krenko, Mob Boss, like EVERY other permanent that doesn't state otherwise can only have its ability activated from the battlefield. In any case T is a cost that can only be paid sensibly from the battlefield. Krenko does count himself.

I'm not really sure what you mean with "active general/not active" here. You are either translating from other language, or was taught somewhat wrong.
It sounds to me like "active"/"can attack and block" as Krenko is on the Battlefield, and "non activate"/"non casted" as Krenko is in the Command zone. You can't activate Krenko's ability while he is on the Command zone, and that is true for any other ability that doesn't specifically says it works from the Command zone.
Commander has very little special terminology; I think it's just "command zone", "color identity", and "commander damage". Even "commander tax" has no special rules meaning, it's just slang, and certainly the battlefield isn't any different than it always is.
Using real Magic terms for things is the first step to understanding how things work.
