Can the opponent destroy Hope of Ghirapur in response when I use it's ability? For example, try to lightning bolt it in response when I try to sac it, so that the effect of ghirapur does not happen?
1. The effect of Hope of Ghirapur's second ability lasts "[u]ntil your next turn", which means "until your next turn begins" (C.R. 611.2a; see also C.R. 500.5). Once your next turn begins, the targeted player can cast noncreature spells as normal. Note that you can target a player with that ability only if they were dealt combat damage, not any other damage, by Hope of Ghirapur this turn (compare C.R. 120.2a with C.R. 120.2b).
2. In general, while you're activating Hope of Ghirapur's second ability (as with any other activated ability), no player has priority, so no other player can cast spells or activate abilities (including those that would keep you from paying the ability's costs) (C.R. 601.2a-i and 602.2a-b have no priority window until the spell is cast or ability activated; see also this thread). Moreover, unless and until that ability resolves, it has no effect keeping the targeted player from casting certain spells (C.R. 609.1, 608.2c, 117.7). Thus, that player can cast, say, Lightning Bolt in response to that ability, that is, before it resolves (C.R. 117.7). (See also the reminder text on Silence.)
