I assume because, for a new player "Add [Color]" without specifying the mana pool sounds more like you're adding the respective colored land to the battlefield. Because it wasn't already silly enough sounding.

The rest of your post betrays a deep misunderstanding of the functioning of the pieces of this game. So I will review a few basic facts:
Spells like creature cards and sorceries are cast using the resource called mana . Mana is represented by symbols like or . Mana, if not used, is emptied from your repository as each step and phase ends.
Lands are the type of card associated with the production of mana. Almost every land has an ability that produces mana, and almost all of them include the symbol as the cost to do so. This is the tap symbol, and so, you tap that object to get the mana.
Since means "Tap this permanent", you can't pay that cost if the permanent is already tapped. Woodland Cemetery might make its appearance on the battlefield in the tapped condition, so yes, you might be unable to get anything out of it until it is untapped on your next turn.
Playing Woodland Cemetery would constitute playing a land, so, you may do so only during your turn, and only once each turn (CR 305.2b, 305.3). You may do so "for your land play each turn", informally; formally, you have this permission if it is your turn and it is your main phase and the Stack is empty (CR 305.1).

So, let me see if I understand correctly. If I play Woodland Cemetery and I have no Swamp or Forest down, it goes in the battlefield tapped and it is useless. Then on my next turn I play a Swamp and I'm then able to remove Woodland Cemetery from the battlefield and place it next to my Swamp. Then if I want to play a Darkheart Sliver, I can tap the Swamp and tap the Woodland Cemetery and make it a forest so I can pay the mana cost for the Darkheart Sliver?
I guess it was stupid for me to think of the Woodland Cemetery as being a 2 mana card. The Woodland Cemetery counting as 1 mana and tapping it giving an additional mana.
You don't remove the Woodland Cemetery and place it next to the swamp, they are seperate things at all times both on the battlefield. You tap the cemetery for Either G or B. This can be done each turn regardless of whether you have a swamp or a forest. It only cares if you have those the turn it comes into play.

I think there is another confusion here. Woodland Cemetery is a land. Lands are on the battlefield already once you play them. Placing them in different spots doesn't change anything or is needed.

Woodland Cemetary is neither a swamp or a forest. In this context, you can't actually "make it a forest" because it isn't one. It simply produces or . The correct denotation is to refer to these symbols as black or green mana or rather just B and G for short. The mana produced by Woodland Cemetary just happens to be the same mana type that a swamp or a forest produces and they just happen to have little icons representing such lands.
It's a good idea to get into the habit of referring to mana as their respective colors instead of the land that produces them. This distinction can be important down the road as you encounter more advanced cards that have very specific interactions with mana and/or lands.

Perhaps it would help if I give some examples.
Scenario A: normal way to use Forests and Swamps.
Turn 1 you play a Swamp. It enters the battlefield. You can then tap it to produce B and cast something like Death Cultist. Now your Swamp is tapped, so you can't use it for more mana that turn.
Turn 2. Your Swamp untaps. You play a Forest, which enters the battlefield. You tap your Swamp for B and your Forest for G. You cast something like Darkheart Sliver. Now your Swamp and Forest are tapped, so you can't use them for more mana that turn.
Turn 3. Your Swamp and Forest untap. So on and so forth.
Scenario B: What happens with Woodland Cemetery and no Forests or Swamps.
Turn 1 you play Woodland Cemetery. You didn't have any Forests or Swamps out yet, so it enters the battlefield already tapped. So you can't use it for mana this turn.
Turn 2 Woodland Cemetery untaps. Suppose you don't have any other land to play. Now you can tap that Woodland Cemetery for eitherB or G. So you could cast either, e.g., Death Cultist or Llanowar Elves.
